About Health Profession Opportunity Grants (HPOG)
Albany Community Action Partnership’s HPOG training grant is a partnership program that originated from the US Department of Health and Human Services’ Administration for Children and Families. Working in collaboration with Schenectady County Community College, HPOG programming provides education and training to TANF recipients and other low-income individuals for occupations in the health care field that both pay well and are expecting industry wide growth over the next few years.
The HPOG Program provides participants with life skills and career service workshops, case management, support services, examination preparation, tutoring, enhanced career development, job placement assistance and retention services for your first year of employment. Typical trainings last six to eight weeks and use a combination of classroom and hands-on experience, with some of the health care trainings also including clinical rotations and real work experiences.

The Health Profession Opportunity Grant (HPOG) program is a demonstration project funded by the Administration for Children and Families (ACF) in the U.S. Department of Health and Human Services (HHS). The primary goals of this project are to: 1) provide education and training to low-income individuals for occupations in healthcare that pay well; and 2) learn what kinds of education and training programs work. In order to learn what works, we are conducting a study requiring every person eligible for HPOG to be selected through a lottery system. Those not selected through the lottery will not be able to participate in HPOG, but will be able to enroll in any other services or programs for which they are eligible. This activity/program has been funded by the U.S. Department of Health and Human Services' Administration for Children and Families through Schenectady County Community College (Grant Number 90FX0007).
Currently, ACAP’s HPOG Program offers trainings in the following health care career fields:
- Certified Nursing Assistant (CNA)
- Personal Care Aide (PCA)*
- Home Health Aide (HHA)*
- Phlebotomy Technician*

Drop in on one of our Orientation sessions held every Monday at 10 am at ACAP’s Outreach Center, 333 Sheridan Avenue, to make the first step toward a fulfilling career. If after the orientation you decide that this is the program for you, simply schedule an appointment with one of our employment specialists to complete a career assessment and begin preparing for your future! ACAP staff can also assist you with your child care, transportation, and/or additional education needs while in the program.
EMPLOYERS: The Benefits of HPOG
You will meet quality candidates who are CHRC screened with a high school diploma or GED. More importantly, our graduates come with the necessary soft skills that you seek. Following the completion of our full-time trainings, graduates are also eligible for retention services for up to one year after employment, helping you minimize turnover and increase employee satisfaction. If you have a client who is motivated and committed to full-time work, please call our HPOG Program Coordinator at 518.463.3175 ext. 115 to make a referral. Our HPOG Program Coordinator will work with your client to take the next steps towards successful employment.
